Measuring Early Childhood Leadership and Management
What is the PAS? The Program Administration Scale (PAS) is a reliable tool for measuring the overall quality of administrative practices of early care and education programs. The PAS assesses quality in ten areas: human resources development, personnel cost and allocation, center operations, child assessment, fiscal management, program planning and evaluation, family partnerships, marketing and public relations, technology, and staff qualifications. The Program Administration Scale was developed by Teri Talan and Paula Jorde Bloom of The McCormick Tribune Center for Early Childhood Leadership.

The Leadership Development Institute’s Program for Leaders in Early Childhood Education has certified PAS assessors that can administer the PAS for your program. A PAS assessment includes a copy of the Program Administration Scale book, the on-site assessment and PAS results.
