VA Education Benefits for Active Duty Veterans (Chapter 30) and Reservists / Guardsmen (Chapters 1606 and 1607 REAP)
Application Process:
Submit the following forms to the NCC Veterans' Affairs Assistant located in the Financial Aid Office in the Student Enrollment Center:
- Completed 22-1990 Form (i.e. Application for V.A. Education Benefits) for all Chapters.
- Chapter 30 Veterans – A copy of your DD214 (member 4 copy).
- Chapter 1606 Reservists/Guardsmen – Your Notice Of Basic Eligibility (N.O.B.E.)*.
4. Chapter 1607 (REAP) - A copy of your DD214 (member 4 copy).
* A copy of your N.O.B.E. is available from your Unit Education Officer or Readiness NCO.
Montgomery G.I. Bill (Chapter 30)
You are eligible if:
- You enlisted after July 1, 1985,
- Your pay was reduced by $100 per month for the first 12 months of service,
- You have an honorable discharge, and
- You have not passed the 10-year delimiting date.
Montgomery G.I. Bill – Selected Reserves (Chapter 1606)
You are eligible if you:
- Incurred a 6-year enlistment in the Selected Reserves or the National Guard after July 1, 1985,
- Completed initial active duty training,
- Are serving in good standing of your unit, and
- Have not passed the 10-year delimiting date.
Veteran's Education Assistance Program (Chapter 32) and
Vietnam Era G.I. Bill (Chapter 34)
Eligibility depends on the dates of active duty service, amount contributed and recent V.A. legislation. Call the V.A. at 1-888-442-4551 to determine your individual eligibility.
Survivors and Dependents Educational Assistance (Chapter 35)
Dependents of veterans (spouses and children ages 18-26) are eligible if the veteran has a 100% service-connected disability or the veteran's death was service-connected. Call the VA at 1-800-827-1000 for application information.
Vocational Rehabilitation (Chapter 31)
Veterans who suffered a service-connected disability while on active duty and need vocational rehabilitation as a result of their disability (normally 20% or greater) may be eligible for benefits. Call the VA at 1-800-827-1000 for an appointment with a VR & E case manager.
Additional Aid Programs:
1. Tuition Assistance
Members of the Selected Reserves, National Guard, and Active Duty personnel may be eligible for tuition assistance from your respective service. Contact your unit of assignment or service education office for eligibility criteria and application forms.
2. Education Assistance Program (EAP)
Pennsylvania Army National Guard members may be eligible for 100% tuition payments for full-time attendance (12 credits or more per semester) or 50% tuition payment for part-time attendance. Contact your unit of assignment for eligibility criteria and application forms. The conbination of TA and EAP cannot exceed 100% of the cost of tuition and fees.
3. State Grant for Veterans
Former active duty personnel who have been residents of Pennsylvania for 12 months; have an honorable discharge; are enrolled at least half-time in an approved program of study of at least two academic years; and are not in default of an educational loan, may be eligible for the grant. Contact PHEAA at 1-800-692-7392 for additional information. You must complete a Free Application for Federal Student Aid (FAFSA) and NCC Financial Aid Information Form.
4. Other Financial Aid
Additional financial aid may be available, depending upon your need and eligibility, in the form of Federal Pell Grants, Federal Stafford Loans, Federal PLUS Loans and college-based aid. You must complete a FAFSA and NCC Financial Aid Information Form.
General Information
All academic credit programs at Northampton Community College listed in the college catalog are approved for V.A. education benefits. The non-credit truck driving program is also offered.
- Changes in address, phone number and level of enrollment carried should be reported to the NCC Veterans' Affairs Assistant promptly.
- The V.A. will only pay for those courses which apply toward your curriculum.
- The V.A. requires that benefits received for courses in which "W" grades were received must be returned to the V.A. They will advise you of your obligation.
- Courses in which a veteran earns grades of "A", "B" or "C" will be paid one time by the V.A. A course in which a "D" grade is received can be repeated only if a "C" grade or higher is required by the College.
- The V.A. will pay one time to repeat a course in which an "F" grade is received.
Payment of Veterans Affairs Benefits
Except for Advance Checks, the V.A. pays on a post-payment system. Initial claims are normally paid within 10 weeks of submission. Subsequent claims are paid on a monthly basis consistent with enrollment.
Admission to NCC
Submit the NCC Application for Admission form to the college with the $25 fee. Make an appointment to meet with an Admissions counselor.
Visit the Veterans' Affairs Assistant on campus to apply for veterans education benefits.
Complete Education Assistance Program (EAP) or Tuition Assistance (TA) applications at your unit of assignment or service education office.
Veterans' Responsibilities

While receiving V.A. Education Benefits, you must be making satisfactory academic progress per the Federal Guidelines for financial aid in the categories of GPA and Completion Rate. A progress requirements brochure is available from the Financial Aid Office.
