Abandoned Vehicles & Towing

Northampton Community College (NCC) regulates parking on all College-owned and leased property. Vehicles parked on College property must follow College parking regulations and may be removed at the owner’s expense if they are abandoned, unauthorized, hazardous, or otherwise in violation of College regulations.

 


Abandoned or Unauthorized Vehicles

Public Safety may identify and document vehicles believed to be abandoned, unauthorized, disabled, or hazardous.

 

A vehicle may be considered abandoned when it remains on College property without authorization and the owner cannot be contacted or has failed to remove the vehicle after being notified.

 

When a vehicle is identified, Public Safety will make reasonable efforts to identify and contact the owner using available College records and other appropriate resources.

 

 

Notification & Towing Process

If Public Safety is unable to contact the vehicle owner, the following process generally applies:

  • Initial identification: Public Safety documents the vehicle and attempts to identify and contact the owner.
  • Third day: If contact has not been established, a 72-hour tow notice will be placed on the vehicle.
  • Following notification: Public Safety will continue reasonable efforts to contact the owner.
  • Sixth day: The vehicle may be authorized for towing if the owner has not been reached, has failed to remove the vehicle, or the vehicle has not been authorized to remain on campus.

 

Immediate Towing

Some vehicles may be towed immediately without prior notice when they create a safety, environmental, or operational concern. This may include a vehicle that:

  • Blocks a fire lane or emergency vehicle access
  • Blocks a roadway or building entrance or exit
  • Occupies an accessible parking space without authorization
  • Creates an immediate safety hazard
  • Leaks fuel, oil, coolant, battery acid, or other hazardous materials
  • Creates an environmental hazard
  • Presents a threat to people or property

Whenever practical, Public Safety will attempt to contact the vehicle owner before towing. However, immediate removal may occur when delaying removal would create a safety, environmental, or operational concern.

 

 

Towing Costs & Owner Responsibility

NCC may use a licensed towing provider to remove vehicles from College property. The vehicle owner is responsible for all towing, storage, recovery, and administrative fees associated with the vehicle’s removal.

 

Vehicles are parked on College property at the owner’s risk. Northampton Community College assumes no responsibility for loss, theft, or damage to vehicles except as required by law.
